PERSONAL OVERVIEW
Am a Public Administrator with a great motivation and zeal to serve. I hold a Master’s degree in Public Administration from Uganda Management Institute (UMI). I hold a Post Graduate Diploma (Project Planning and Management) from Uganda Management Institute and Bachelor of Arts (Social sciences) from Makerere University. I have over 10 years’ working experience in both public sector administration and management. Hard work has always been my emphasis and driving force with a desire to impact change on the disadvantaged areas and this has been evidenced by my placements in service centered institutions.
I worked at Ministry of Education and Sports as a Data and Research Assistant and was involved in a number of projects that include; Annual Schools Census, National School Headcount, Education Management and Information Systems I & II by USAID, Southern and Eastern African Consortium for Monitoring Education Quality (SACMEQ) III & IV, School Health and Reading Programme (SHARP) by RTI, Skills Development Project by World Bank, Community Baraazas by OPM, Uganda Teacher and School Effectiveness Project (UTSEP) by GPE, Early Child Development Project by UNICEF.
Am currently an Associate at Price Water House Coopers and involved in a number of developmental projects as a team member in the implementation of a number of public sector projects (jobs and assignments) by the firm.

WORK EXPERIENCE
Associate (PSG) – Price Waterhouse Coopers (Pwc)
November 2016 up to Date
Currently, am working with Price Waterhouse Coopers as an Associate in the Assurance Line of Service specifically the Public Sector Group (PSG). I have under taken different Public Sector oriented assignments (Jobs) as acquired and implemented by the firm in fulfilment of its clients’ needs, objects and goals. Below are the different assignments (Job) that I have implemented as a team member.
- Uganda Voucher Plus Activity (UVPA)
This is a Five (5) year project funded by USAID and implemented by Abt Associates in the Maternal and Child Health programme area. The project provides Maternal and Child Health care services through Voucher Service providers (VSPs), which are both private and public Health facilities in 33 districts of Acholi, Lango, Teso Sebei, Bukedi and Elgon Sub Regions. Price Water House Coopers is therefore a Voucher Management Agency (VMA), whose roles are to contract, monitor and reimburse the Service providers for the services offered.
Responsibilities
- Prepare, compile and sort allocated claims for data entry as submitted by the VSPs
- Enter data from source documents into the Voucher Management Information System (VMIS).
- Ensure completeness and Accuracy of data entered into VMIS
- Reconciliation of records submitted in VMIS with VSPs’ expectations
- Investigate VSP’s submissions that have questionable cases suspected to be fraud
Achievements
- Have been a VMA team member since November 2016 to date.
- Have entered client claims to the VMIS since November 2016 to date
- I drafted the Standard Operating Procedures (SOPs) for the Data Entry process for this activity. These were later adopted by management with minimal changes.
- I have attended and actively participated in different meetings and stakeholders’ meetings for the project specifically in the improvement of Client claim processing.
- I have participated in the implementation of a Reconciliation Exercise amongst the 24 VSPs in the Elgon, Bukedi and Teso Regions. In this exercise the teams specifically;
- Conducted with the specific Local Government officials with an objective of briefing them about the objective of the exercise. These included; Kaberamaido District, Dokolo District, Manafwa District, Namisindwa District, Butaleja District, Budaka District and Pallisa District.
- Traced client claims to source documents like HMIS registers and clinical notes.
- Reviewed the source documents to determine data discrepancies in claims submitted for Identification of any gaps in service delivery by the facility.
- Obtained documentation to support previously quarantined claims to facilitate reimbursement.
- Mentored the different VSPs’ staff members on how to adhere to the principals and requirements of the Activity.
- Shared findings with the relevant local governments’ officials that include the District Health Officers and the District Bio Stasticians.
- Compiled specific financial statements and Activity reports for the specific VSPs.
- Tracking and Monitoring of USAID – Funded commodities distributed through the Uganda public sector
Price Water House Coopers was contacted by USAID to serve as the fiduciary agent responsible for tracking and monitoring of USAID-funded commodities distributed through the public sector. Am team member for the implementation of this assignment (Job).
Responsibilities
- Conduct regular assessments at Joint Medical Stores, national Medical Stores and Selected health facilities where CDC, USAID and DoD/ water Reed partners fulfill responsibilities.
- Assess the storage and use of ARVs, Tetanus Toxoids used specifically for Voluntary Medical Male Circumcision and other USAID funded commodities
- Interview managers of business processes involved
- Review supporting documentation, perform tests of controls, physically count stock and conduct analytical procedures
- Determine whether controls to receive, transfer, store, distribute, track, monitor and account for USAID-funded comedies as specified in the USAID’s implementation letters, signed with Government of Uganda.
Achievements
- I was nominated and selected as a member to the fiduciary team that conducted the exercise with the objective of tracking and monitoring USG commodities specifically ARVS for FY 17/18.
- Visited and conducted the exercise at the Uganda –National Medical Store (NMS), Naguru Hospital, Iganga District Hospital, Anaka Hospital, Gulu Regional Referral Hospital, Soroti Regional Referral Hospital, Lira Regional Referral Hospital, Nakaseke District Hospital and Tororo District Hospital.
- Tracked for the USG commodities at the different recipient hospitals using the HMIS Registers and Drug stock cards.
- Compiled specific hospital reports that enabled decision making both by the United States Mission and Ministry of Health.
Data/ Research Assistant- Ministry of Education and Sports

As a Data/ Research Assistant at the Ministry of Education and Sports, I worked under the Education Planning and Policy, Statistics Monitoring and Evaluation (SME) division- Statistics unit. I was involved in different assignments and below are some of them:
- Annual Schools Census
The Annual Education Census (ASC) exercises allow the Ministry of Education and Sports to collect all the necessary information about education sector in Uganda. This information is used as an input to the planning and monitoring of the provision of quality and relevant education to Ugandans. It is intended that the census should address the information needs of all stakeholders.
Responsibilities/ Achievements
- Lead the ASC team for the districts of; Lyantonde, Kiruhura, Ibanda, Mbarara, Isingiro, Ntungamo and Bushenyi from 2013-2017
- Prepared Logistics required by the team to undertake the exercise
- Trained Enumerators for the ASC Exercise from 2013-2017
- Managed and Supervise Data entry for the ASC exercise from 2013-2017
- Participated in the preparation of the Annual Statistical Abstract from 2013-2017
- National School Headcount
Every year the Government of Uganda (Ministry of Education and Sports) undertakes a headcount of beneficiary students in the Universal Post Primary Education and Training schools and institutions. The Headcount is an implementation strategy adopted at the inception of the USE programme in 2007 as a monitoring tool aimed at ensuring that only the target beneficiaries are served

The Uganda Education Management Information System (EMIS) is specifically used to create indicators that monitor the performance of an education system and to manage the distribution and allocation of educational resources and services. EMIS I & II were to phases of development from 2009 to 2014

- Managed EMIS/DEMIS database from 2013 to 2017
- In charge of allocation of EMIS Numbers (Unique identifiers) in the system to all institutions of learning the country.
- Aligned EMIS Numbers with UNEB center Numbers for harmonization and future linkage of Headquarters database and UNEB database.
- Southern and Eastern African Consortium for Monitoring Education Quality (SACMEQ) III & IV
The Southern and Eastern African Consortium for Monitoring Educational Quality (SACMEQ) is a consortium of education ministries, policy-makers and researchers who, in conjunction with UNESCO’s International Institute for Educational Planning (IIEP), aims to improve the research capacity and technical skills of educational planners. These surveys collect extensive background information on the schooling and home environments of students, and in addition, test students and teachers in both numeracy literacy.
Responsibilities/ Achievements
- Participated in the preparation of the National Sample from for the SACMEQ IV survey
- Lead the preparations for the SACMEQ IV pilot study.
- Managed and supervised data entry from SACMEQ IV pilot study, whose results guided the National study
- Trained data collectors, supervised the data collection, supervised the coding and cleaning of the SACMEQ IV national exercise.
- Managed and supervised the data entry process for the both SACMEQ III & IV
- Partcipated in the productions of SACMEQ IV country report
- School Health and Reading Program (SHARP) by RTI
The Uganda School Health and Reading Program (SHRP) was a five-year initiative supported by USAID and implemented by RTI International in collaboration with other partners. The program sought to support the Ugandan Ministry of Education and Sport (MOES) to improve reading outcomes in primary grades and strengthen HIV/AIDS interventions in schools. By working with the MOES, SHRP aimed to develop sustainable programs in the areas of literacy and health.
Responsibilities/ Achievements
- Carried out a Knowledge, Attitude and Practice (KAP) Survey among institutions of learning in the districts of Kumi and Ngora.
- Successfully attended a Human Subjects Protection Course (HSPC) conducted by Uganda National Council for Science and Technology on 11th June, 2015. The knowledge and skills acquired during this training included;

- Uganda Teacher and School Effectiveness Project (UTSEP) by GPE
The Government of Uganda (GOU) signed the US$100 million grant agreement with the Global Partnership for Education (GPE) on August 19, 2014. The grant is to be used for the implementation of the Uganda Teacher and School Effectiveness Project (UTSEP) as support towards implementation of the Education Sector Strategic Plan (ESSP). The Project Development Objective is to support the Government in improving teacher and school effectiveness in the public primary education system
Responsibilities/ Achievements
- Team leader for the Sensitization Team for Budaka, Nakapiripirit and Kaabong District
- Carried out Sensitization sessions among School Management committees (SCMs) for the 3 schools that were to be improved in the districts of Budaka, Nakapiripiriti and Kaabong
- Baraazas
These are community based information fora. They are performance monitoring programmes that are implemented by the Government of Uganda in the local Governments. The programme creates a platform for the citizens to participate in the development cycle through monitoring the use of public resources in the delivery of services at local Government Level.
Responsibilities/ Achievements
- I was nominated and selected to represent the Sector (Ministry of Education and Sports) on the different Baraaza teams headed by members from the Office of the Prime Minister (OPM).
- I attended and participated in the Baraaza meetings conducted during FY 10/11 and FY 11/12 in the districts of Kumi, Wakiso, Mubende, Kabale, Otuke, Nakasongola, Luwero, Ibanda, Kiruhura, Lyantonde, Kyenjojo, Gomba, Kalangala, Mukono, Buvuma and Bushenyi.
