PERSONAL PROFILE

Franklin is a female Emerging monitoring & Evaluation professional with over 3 years of experience in program monitoring & reporting, data management, research, evaluation & learning in fast growing environments demanding strong leadership, organizational, interpersonal, communication skills. She has held supervisory roles in field activities and supported implementation of programs across livelihoods and Entrepreneurship funded by the Mastercard foundation. She is highly committed to tracking details, following up with internal & external parties to ensure timely completion of tasks with adherence to quality standards. She is knowledgeable in designing and using mobile data collection tools as well use of data analysis packages and always eager to learn to better her skills in Monitoring & Evaluation as well as data management. She has had an interesting experience being a part of a team that developed an M&E system. She looks forward to being able to influence policy using reality-informed Evaluation results.

CAREER HISTORY AND EXPERIENCE

M&E Officer. July 2020 – December 2022

Institution: The Innovation Village, Kampala – Uganda

The Innovation village through 4 regional offices and 15 subgrantees was implementing two projects funded by the Mastercard foundation; Nextwave worth USD 16M to create and support an ecosystem of entrepreneurs aimed at creating 300,000 jobs in a period of 5 years. CRRP; the Covid-19 resilience and recovery program worth USD 2M was to support entrepreneurs recover from the shocks of Covid-19 pandemic.

Program monitoring & Learning.

  • Followed-up former project beneficiaries(entrepreneurs) to ensure retention.
  • Developed a document with standard indicators defined to ease routine reporting by implementing teams and understand the data needs.
  • Undertook monitoring visits to the partner workstations to ensure continuous support and reporting capacity.
  • Developed TIV’s MEL guidelines, tools & frameworks and provided hands-on technical assistance to staff to ensure that these are used for better reporting and organizational improvement.
  • Developed, reviewed, and implemented MEL Strategy documents (log frames, theory of change) & Management Information System (tivimpact).
  • Scheduled weekly department planning meetings.
  • Trained staff and implementing partners on the use of the MIS for improved reporting and monitoring.

Operations

  • Daily morning check-ins with research assistants to discuss challenges experienced and how to address them.
  • coordinated and ensured Research Assistants had all the required data collection tools and equipment like tablets required.
  • Discussed the deployment plan and ensured Research Assistants reached their interview locations on time to ensure all scheduled interviews are completed with-in the planned time.

I took lead in the design and field operations as well as the data management for a study where Umeme wanted to understand the livelihoods of the slum dwellers and their relationship with high number of Illegal connections.
