SOS Children’s Villages is an independent, locally registered, child-focused, social development non- governmental organization with a strong reputation for providing quality care and protection, education and health needs for vulnerable children. Since its inception in 1991, SOS CV Uganda has reached over 60,000 children, youths and adults directly and indirectly to become empowered and self-reliant to contribute significantly to the needs of their families and communities. Works in partnership with a number of donors, (institutional and corporate agencies) including; Norwegian Agency for Development Cooperation (NORAD), Austrian Development Agency (ADA), Grieg Foundation, ERIKS Development Partner, USAID/Bantwana World Education, AVIS Foundation, Brand Charity, USAID/Uganda Private Health Support Program (UPHSP), Terre des Hommes (TDH), Stanbic Bank Uganda, DHL – Go Teach, Madhvani Group of Companies.

SOS’ Flagship Family Based Care (FBC) Programme-model provides holistic physical, emotional, spiritual, mental/cognitive child development needs for children who have completely lost parental care in collaboration with the existing community based structures across the locations. Job Summary

The Family Strengthening Programme Manager (FSPM) is responsible for leading, managing and coordinating the planning, execution and implementation of programs in the Location according to the laid down guidelines and in accordance with the needs and priorities of the local community with emphasis to orphans and vulnerable children (OVC) and their families

Under the general direction of the Programme Director, the FSPM is accountable for the following;

Key Duties and Job Responsibilities

Leadership and Administration

  • Establish a Community Development Task Force (CDTF) to spearhead the programmes.
  • Lead and coordinate training of the CDTF on vulnerability assessment at family and Community levels.
  • Guide and support the CDTF in the identification of programme participants
  • Establish an Admissions Committee that recommends participants to the PMC.
  • Coordinate the establishment of functioning family support groups and other community initiatives.
  • Support the identification and training of staff and KIPs in Family Development Process.
  • Ensure the creation, maintenance and update of all programme activities and participants.
  • Support the recruitment of Community Based Organisations (KIPs) and build their capacity.
  • Develop effective administrative, internal controls, monitoring and evaluation systems.

Programme   Assessment, Design, Planning, implementation and Budgeting

  • Conduct needs assessment and design right based projects to address the vulnerability of children at risk of losing parental care.
  • Coordinate the assessment of root cause of child abandonment using appropriate participatory tools.
  • Recruit and select programme participants.
  • Develop/schedule programme activities aligned to approved guidelines and funding limitations.
  • Monitor and supervise the development and implementation of action plans by the programme officers.
  • Ensure families / caregivers get access to training on income generation and food security.
  • Identify and mobilize local resources to support the implementation of action plans.
  • Oversee the preparation of community development plans and family development processes.
  • Ensure families receive the required support to fulfill the needs and rights of children development.
  • Develop and monitor a risk management plan to mitigate potential risks.
  • Prepare annual budgets in line with the strategic objectives
  • Oversee timely and effective implementation of the approved plans.
  • Ensure that all assets and financial resources are used appropriately in line with the approved budget.
  • Monitor programme expenditures ensuring that budget allocations are adhered to.
  • Ensure that all funds are properly managed, controlled and accounted for in accordance with the Financial Procedures Manual and guidelines. 

Networking and Partnership Development

  • Establish a framework for identification, analysis and updating of stakeholder profiles.
  • Support the development of an effective and sustainable network of community, NGO and government departments for effective collaboration and service delivery.
  • Identify opportunities for partnerships to support the SOS strategies for OVCs.
  • § Enhance strong linkages with other facilities and support the integrated approach of One Programme (SOS Children’s Villages Policy).
  • Serve as a liaison with the community regarding programme implementation and effectiveness.
  • Participate actively in sub county and district partnership meeting and engagement with stakeholders.

Monitoring and Evaluation

  • Establish targets and indicators to assess the level of progress of project
  • Establish a mechanism for effective monitoring and evaluation of project/ programme interventions.
  • Conduct daily, weekly, monthly, quarterly and annual review of activities as appropriate to ensure that the programme is relevant to the community and families.
  • Monitor the performance of CBO’s and family support groups and submit quarterly reports.
  • Document the good practices and learning lesson for sharing across the organisation.
  • Evaluate programme effectiveness to develop improved methods.

Reporting and documentation

  • Develop a schedule for programme reports and coordinate high quality execution of these products interventions.
  • Submit monthly and quarterly progress reports to the Programme Director and relevant stakeholders on programme performance.
  • Provide timely information to the National FSP Coordinator as may be required by the funding PSA, the Member Association or any other specific needs.
  • Submit stories / articles, photos and any other publication on the programme to the National Office for public relations, fundraising and / or any other purposes as may be required from time to time.
  • Ensure that the community development structures document all programme processes.
  • Ensure that families on the programme are documented and timely updated on the programme database or other relevant databases as may be required by the project.
  • Ensure that physical and electronic information of beneficiary information is confidential and highly protected.

People Management

  • Participate in the recruitment, orientation, training and development of programme co-workers in conjunction with the National Human Resource Coordinator.
  • Carry out performance management and maintain motivation among the co-workers
  • Together with the National Human Coodinator and the National FSP Coordinator, regularly review and suggest staffing patterns and capacity development of co-workers.

Qualification, Skills and Experience

Essential

  • Bachelor’s Degree in community Development studies, social work, sociology, development studies, economics, agriculture, community nursing, rural development.
  • Minimum of 3 years of experience in development and implementation of community programmes
  • Sound understanding and practical experience on child rights, child development, family and community development, human rights based programming and management of CBOs.
  • Extensive knowledge of current trends and issues in child protection and community development
  • Knowledge of and experience implementing research based outcomes.
  • Ability to design training programmes and provide training to various sized groups.
  • Possession of a driving license is an added advantage.

Desirable

  • Working knowledge of programme development and design and project-based reporting.
  • Strong facilitation, interpersonal and presentation skills.
  • Ability to work independently as well as function effectively and collaboratively in a team environment,
  • Ability to work with culturally diverse staff and populations and a variety of stakeholders and audiences.
  • Ability to monitor, analyse, consult and report on programme activities.
  • Organisational skills and ability to handle multiple tasks.
  • Proficient with computer applications – a thorough understanding of the MS Office suite
  • Excellent follow through and persistence when corresponding with families and programme staff.
  • Committed to the improvement of OVCs and their families and the mission of SOS.
